"Blurring Boundaries" aims to reform zoning regulations in Surfside to enhance public land and mitigate flooding. Current zoning results in a surface distribution of 40% grass, 25% pavement, and 35% housing footprints, leaving insufficient pervious surfaces. We propose reducing new construction footprints to 1800 square feet and pushing back zoning setbacks to create a public zone rich in greenery and community resources. This zone could include canopies, compost bins, educational kiosks, and native plants to absorb water and promote local ecosystems. Implementing water storage solutions, like bioretention swales and a greywater pond, is also suggested. The private zone would see surfaces converted to pervious materials, and new roofing typologies such as green, blue, and pitched roofs added to existing homes. Additional incentives, such as tax breaks and increased property values, aim to encourage residents to adopt these changes. This proposal envisions a resilient community better equipped to handle climate challenges.
